
The Ministry of Housing, Communities and Local Government (MHCLG) has published draft regulations to move the functions of the Building Safety Regulator out of the Health and Safety Executive, into an executive non-departmental public body sponsored by MHCLG.
The government announced in June that it would be making this transfer.
Building safety minister, Samantha Dixon said that the new arrangement would “strengthen lines of accountability and give a dedicated focus to BSR operations, and is an important first step towards establishing a single construction regulator, the lead recommendation of the Grenfell Tower Inquiry Phase 2 report.
“I am grateful to HSE for the leadership and experience it has brought to the establishment and early operations of the BSR, and for its ongoing support as this change is made,” she said.
At the same time, MHCLG has also published The Construction Products (Amendment) Regulations 2025.
These regulations make minor technical amendments to ensure continuity of the current policy which enables ‘CE’-marked construction products to be sold in Great Britain. These amendments are necessary as a result of the EU’s new Construction Products Regulations which came into force in January 2025.
The UKCA mark remains a recognised regulatory mark and provides an alternative to the European CE mark in Great Britain.
The regulations come into force on 8 January
